Tennessee Public Two-Year CollegesJunior Colleges, Technical Institutes, and SchoolsThe State of Tennessee administers its own system of higher education which operate at least two tiers of public colleges. One being the community colleges in Tennessee, sometimes called Tennessee junior colleges, or Tennessee technical institutes, and so-called "four-year" Tennessee colleges which award bachelor's and master's degrees. The "two-year" community educational institutions provide post-secondary education and lower-level tertiary education, granting certificates, diplomas, and associate's degrees in Tennessee. The name, "community colleges" derives from the fact that "two-year" colleges primarily accept, and attract, students from the Tennessee local community
The 12 community colleges in the State University and Community College System were all founded during the great national building boom for community colleges in the 1960s and '70s. In 1967, the Tennessee General Assembly created a state Higher Education Commission to serve as the statutory coordinating agency for postsecondary education in the state. Legislative action in 1972 created the Board of Regents of the State University and Community College System, which governs six universities, 12 community colleges, two technical institutes and 26 area vocational-technical colleges.
