Pennsylvania Public Two-Year CollegesJunior Colleges, Technical Institutes, and SchoolsThe State of Pennsylvania administers its own system of higher education which operate at least two tiers of public colleges. One being the community colleges in Pennsylvania, sometimes called Pennsylvania junior colleges, or Pennsylvania technical institutes, and so-called "four-year" Pennsylvania colleges which award bachelor's and master's degrees. The "two-year" community educational institutions provide post-secondary education and lower-level tertiary education, granting certificates, diplomas, and associate's degrees in Pennsylvania. The name, "community colleges" derives from the fact that "two-year" colleges primarily accept, and attract, students from the Pennsylvania local community
While the Commonwealth of Pennsylvania has a long and rich tradition of public postsecondary institutions going back to the earliest days of the nation's history, community colleges are a relatively recent addition with the establishment of the first college in 1964. Years of debate in the legislature and a number of different bills calling for the establishment of community colleges finally resulted in legislation in 1963, authorizing the establishment of public community colleges with local sponsors, whether a city, county or local school district. The resulting 15 public community colleges are locally autonomous, locally sponsored and locally controlled. Co-existing with the community colleges across the state is a system of two-year branch campuses of Pennsylvania State University.
