North Carolina Public Two-Year Colleges
Junior Colleges, Technical Institutes, and Schools
The State of North Carolina administers its own system of higher education which operate at least two tiers of public colleges. One being the community colleges in North Carolina, sometimes called North Carolina junior colleges, or North Carolina technical institutes, and so-called
"four-year" North Carolina colleges which award bachelor's and master's degrees. The "two-year" community educational institutions provide post-secondary education and lower-level tertiary education, granting certificates, diplomas, and associate's degrees in North Carolina. The name, "community colleges"
derives from the fact that "two-year" colleges primarily accept, and attract, students from the North Carolina local community
The need for a system of tax-supported community colleges first was articulated in a study commissioned in 1950 by the state superintendent of public instruction. The North Carolina General Assembly adopted the first Community College Act in 1957 and provided funding for junior colleges as well as
a statewide system of industrial education centers.
In 1962, the Governor's Commission on Education Beyond High School recommended that the two types of institutions be brought into one administrative organization under the State Board of Education, and in 1963, the legislature provided for the establishment of the Department of Community Colleges.
In 1979, the legislature removed the community colleges from the state board and created the State Board for Community Colleges.
