Minnesota Public Two-Year Colleges
Junior Colleges, Technical Institutes, and Schools
The State of Minnesota administers its own system of higher education which operate at least two tiers of public colleges. One being the community colleges in Minnesota, sometimes called Minnesota junior colleges, or Minnesota technical institutes, and so-called "four-year" Minnesota colleges which award bachelor's and master's degrees. The "two-year" community educational institutions provide post-secondary education and lower-level tertiary education, granting certificates, diplomas, and associate's degrees in Minnesota. The name, "community colleges" derives from the fact that "two-year" colleges primarily accept, and attract, students from the
Minnesota local community
The Cloquet School District opened the first two-year college in Minnesota in 1914. By 1925, school districts across the state had opened junior colleges that operated under the leadership of local school boards and superintendents, and shared facilities with local schools. In 1950, the
Minnesota Commission on Higher Education issued a report that identified six major missions for the state's junior colleges, and in 1957, the state began providing funding to supplement local district revenues.
In 1963, the legislature passed a bill creating a state-operated system of junior colleges with a five-member board appointed by the governor. By 1970, the 10 original campuses had all moved to new sites, and new colleges were established at eight other locations across the state. In 1973,
legislation changed the name of Minnesota's junior colleges to community colleges.
In 1991, the Minnesota Legislature mandated a sweeping reorganization of the state's postsecondary system. Legislation in 1995 abolished the Minnesota Higher Education Coordinating Board and ultimately established two statewide multi-campus governing boards: the Board of Regents of the
University of Minnesota with constitutional authority for four public senior universities and the Board of Trustees of the Minnesota State College and Universities (MnSCU) which governs community colleges.
