The State of Maryland administers its own system of higher education which operate at least two tiers of public colleges. One being the community colleges in Maryland, sometimes called Maryland junior colleges, or Maryland technical institutes, and so-called "four-year" Maryland colleges which award bachelor's and master's degrees. The "two-year" community educational institutions provide post-secondary education and lower-level tertiary education, granting certificates, diplomas, and associate's degrees in Maryland. The name, "community colleges" derives from the fact that "two-year" colleges primarily accept, and attract, students from the

The first community colleges in Maryland were created under the authority of the public schools beginning in 1946. Efforts to provide geographic accessibility have led to comprehensive community college services being offered in all of the state's 24 political subdivisions by 17 locally
governed community colleges (with multiple branch campuses) and one state-operated community college.
