Louisiana Public Two-Year CollegesJunior Colleges, Technical Institutes, and SchoolsThe State of Louisiana administers its own system of higher education which operate at least two tiers of public colleges. One being the community colleges in Louisiana, sometimes called Louisiana junior colleges, or Louisiana technical institutes, and so-called "four-year" Louisiana colleges which award bachelor's and master's degrees. The "two-year" community educational institutions provide post-secondary education and lower-level tertiary education, granting certificates, diplomas, and associate's degrees in Louisiana. The name, "community colleges" derives from the fact that "two-year" colleges primarily accept, and attract, students from the Louisiana local community
Louisiana has not had a strong history of community colleges. For many years, there was only one free-standing comprehensive community college in New Orleans. Three other two-year institutions operated as branch campuses of various universities across the state, and two additional two-year institutions were governed by local parish school boards. In addition to the two-year institutions, 43 postsecondary vocational-technical schools were governed by the State Board of Elementary and Secondary Education. In 1998, the legislature proposed a sweeping constitutional amendment that was ratified by state voters, creating a new Louisiana Technical and Community College System aimed at building a workforce for the next century.
