Illinois Public Two-Year Colleges
Junior Colleges, Technical Institutes, and Schools
The State of Illinois administers its own system of higher education which operate at least two tiers of public colleges. One being the community colleges in Illinois, sometimes called Illinois junior colleges, or Illinois technical institutes, and so-called "four-year" Illinois colleges which award bachelor's and master's degrees. The "two-year" community educational institutions provide post-secondary education and lower-level tertiary education, granting certificates, diplomas, and associate's degrees in Illinois. The name, "community colleges" derives from the fact that "two-year" colleges primarily accept, and attract, students from the Illinois local community
The first public junior college in the United States was established in 1901 in Joliet, Illinois. In 1937, the Junior College Act provided for the development of a junior college system under the auspices of the public schools. By 1943, legislation was adopted that allowed for separate
tax rates to support education and building funds for two-year college operations. In 1951, the General Assembly enacted legislation that set forth standards and procedures for establishing two-year colleges. State funding, however, was not established until 1955.
