Homeland security refers to domestic governmental actions justified by threats or potential acts of terrorism. Homeland security actions can include emergency mobilization, including volunteer medical, police, and fire personnel; domestic surveillance, particularly with respect to immigration, transportation, military installations, and utilities; infrastructure protection; and border control.
